Amends Section 12-6.4 of the Criminal Code of 1961 to add a new offense of criminal street gang recruitment that applies statewide, not just on school grounds.

Creates three categories of criminal street gang recruitment: on school grounds (Class 1 felony), targeting minors through threats via any means including internet (Class 1 felony), and general recruitment without threats (Class 4 felony).

Elevates general gang recruitment to a Class 3 felony when the person recruited is a minor.

Defines key terms including "criminal street gang" by reference to the Illinois Streetgang Terrorism Omnibus Prevention Act, "minor" as anyone under 18 years of age, and specifies that recruitment can occur in person, via internet, or telecommunications devices.
