Amends the Unified Code of Corrections to lower the heroin threshold for mandatory minimum sentencing from over 5 grams to 3 or more grams.

Creates new offense category (D-5) for violations involving 3 or more grams of heroin or heroin analogs, making such offenses ineligible for probation, conditional discharge, or periodic imprisonment.

Removes heroin from the list of controlled substances eligible for leniency under existing Section 401 drug offense provisions that previously allowed probation for amounts exceeding 5 grams.

Requires mandatory minimum terms of imprisonment for heroin manufacturing, delivery, or possession with intent to distribute when the amount reaches 3 grams or more.
