Exempts expansions approved by the federal government and financed entirely by local government and federal matching funds from the 2-year moratorium on medical assistance eligibility expansions.

Deletes provisions extending eligibility to persons under age 21 who would qualify as disabled under the Federal SSI Program.

Changes Family Care program eligibility effective July 1, 2012 from 185% to 133% of Federal Poverty Level Guidelines for caretaker relatives age 19 or older, eliminating the previous January 1, 2014 transition date.

Adds new paragraph authorizing the Department of Healthcare and Family Services to adopt rules for a waiver program extending medical assistance eligibility to persons approved under Title XIX or XXI of the Social Security Act.

Prohibits enrollment in Medical Assistance Program through state Medicaid waivers if the Supreme Court invalidates or Congress eliminates the Affordable Care Act's Medicaid expansion provision, with immediate disenrollment of affected individuals.
