Creates the Seniors Pharmaceutical Assistance Relief Program Act to ensure senior access to affordable prescription drugs, effective July 1, 2012.

Department of Healthcare and Family Services shall establish and administer the program in cooperation with local area agencies on aging, beginning July 1, 2012.

Eligibility requires applicants to be age 65 or older, domiciled in Illinois, have income at or below 200% of Federal Poverty Level, and apply for federal Extra Help (Low-Income Subsidy) under Medicare Part D.

Applicants must have maximum household assets of $13,070 if single or $26,120 if married, with future asset limits updated to match federal Extra Help program limits.

Department shall submit applications electronically through local Area Agencies on Aging during prescribed time periods and may adopt rules regarding income counting, covered drugs, and program operations.
