Allows State employees to appeal Workers' Compensation Commission decisions on compensability of claims to circuit court instead of being limited to other appeal procedures.

Department of Central Management Services must establish and implement insurance and risk management programs for State property, liability, workers' compensation, and fidelity bonds.

Department shall charge employing State agencies for workers' compensation temporary total disability payments after 120 days if employee can perform modified duty work but agency fails to return employee to work.

Creates Workers' Compensation Revolving Fund to receive reimbursements from agencies for disability payments and subrogation recoveries in workers' compensation cases.

Director may implement workers' compensation insurance plans involving purchased insurance, self-insurance with third-party administration, or combination approaches, with quarterly reporting requirements to State Workers' Compensation Program Advisory Board.
