HB6187 Summary

• Repeals Sections 8-103, 8-103A, and 8-104 of the Public Utilities Act, which previously required electric utilities to implement cost-effective energy efficiency and demand-response measures to reduce delivery load.

• Creates Section 8-104.5 requiring the Illinois Commerce Commission to refund any remaining collected funds from electric and natural gas utility energy efficiency programs to respective consumers in a proportional manner after all current obligations and contracts are met.

• Modifies Section 16-111.5B to eliminate requirements for utilities to assess opportunities to expand energy efficiency programs previously approved under Section 8-103, while maintaining requirements for utilities to provide annual cost-effectiveness assessments to the Illinois Power Agency by July 15 each year.

• Amends Sections 16-111.7 and 19-140 to remove references to Section 8-103 energy efficiency plans in the on-bill financing program descriptions for electric and gas utilities, allowing these programs to proceed independently.

• Takes effect immediately upon becoming law.
