Within 180 days of enactment, the Illinois Department of Healthcare and Family Services or Department of Human Services shall issue a Request for Proposals to contract with vendors to enforce, collect, and recover the Department's liens on injury claims for public aid recipients.

Vendor scope of work includes enforcing and collecting liens, notifying parties, negotiating settlements (subject to Department pre-approval), coordinating payment terms, and releasing liens on the Department's behalf, with compensation as a percentage of recovered funds.

Amends the Illinois Public Aid Code to expand the Department's duties to accept, hold, and administer loans to the Department or State of Illinois for public aid or related welfare purposes.

The bill applies to liens on claims and causes of action for injuries involving financial aid recipients under Articles III, IV, and V, Covering ALL KIDS Health Insurance Act recipients, and Veterans' Health Insurance Program recipients.

Liens remain inapplicable to claims arising under the Workers' Compensation Act, Workers' Occupational Diseases Act, and Wrongful Death Act, and the Department's liens take priority over all other liens except attorney liens.
