Requires a co-signer, in addition to the county/municipal treasurer, on all county and municipal accounts, with the co-signer designated by resolution.

Mandates county boards and municipal corporate authorities inspect treasurer's books and accounts on a semi-annual basis instead of at any time.

Requires municipal corporate authorities to review treasurer's account statements on a monthly basis and treasurer to report receipts and expenditures on a semi-annual basis (changed from "as often as required").

Requires municipal clerk to provide all corporate authorities with a copy of the annual account within 30 days for their review.

Makes all changes effective immediately upon enactment.
