Amends the Abuse of Adults with Disabilities Intervention Act to require the Office of Inspector General to immediately report to law enforcement and the coroner/medical examiner upon the death of an adult with disabilities if any abuse, neglect, or exploitation complaint was filed prior to death, regardless of whether substantiated.

Written reports to authorities must include information about the prior complaint, actions taken by the Office of Inspector General and Department, investigating personnel involved, and case numbers from relevant agencies.

Changes assessment requirements to mandate that the Office of Inspector General must notify law enforcement if a crime has been committed and shall include a residence visit in assessments (changed from optional to mandatory).

Establishes specific timelines for implementing service plans: within 14 calendar days for substantiated cases, and within 2 working days for emergency situations.

Defines "service plan" as a temporary plan addressing service or support needs and clarifies that an investigation into a disabled adult's death may proceed even if the adult lacked capacity to consent to assessment.
