Amends the Illinois Procurement Code (30 ILCS 500/1-10) to add a new exemption for Department of Agriculture contracts.

Exempts contracts made by the Department of Agriculture for the sole purpose of selling intoxicating beverages on the DuQuoin State Fairgrounds from Illinois Procurement Code requirements.

The exemption allows the Department of Agriculture to bypass standard procurement procedures when entering into beverage sales contracts at the DuQuoin fairgrounds facility.
