State Superintendent of Education shall develop recommendations and adopt a list of reading instruments for school districts to diagnose student reading development and comprehension, based on scientific research.

School districts must administer a reading instrument from the adopted list at kindergarten, 1st, and 2nd grade levels.

School districts shall notify parents or guardians of students identified as at risk for dyslexia or other reading difficulties based on reading instrument results.

School districts must implement an accelerated reading instruction program to provide reading instruction and address reading deficiencies for at-risk students, with districts determining the form, content, and timing of the program.
