Amends the Great Lakes Naval Base Jurisdiction Act (5 ILCS 595/10) to add protections for law enforcement services at schools on naval base property.

Prohibits the City of North Chicago from discriminating in law enforcement services against children of U.S. Navy personnel or any other children attending public schools located on lands within the United States Naval Training Base at Great Lakes.

Authorizes the City of North Chicago to exercise police powers and provide law enforcement services to public schools located within the Naval Training Base at Great Lakes.

Takes effect immediately upon becoming law.
