Establishes affirmative defense to unlawful weapons charges (720 ILCS 5/24-1(a)(4), 24-1(a)(10), and 24-1.6) for individuals possessing valid Firearm Owner's Identification Card and completing Department of State Police-approved gun safety course, or possessing valid concealed carry license/permit from another state.

Approved gun safety courses must be minimum 4 hours covering handgun safety, marksmanship principles, firearm care/cleaning, and justifiable use of force laws, with live fire requirement of 30 rounds (20 from 7 yards, 10 from 15 yards) achieving 70% accuracy on B-21 silhouette target.

Exempts from course requirements NRA certified instructors, retired law enforcement, active/retired/honorably discharged armed forces members with combat-related military occupation specialty, and law enforcement instructors certified by Illinois Law Enforcement Training Standards Board.

Establishes certified firearms instructor requirements including valid NRA or government firearms instructor certification, age 21 minimum, high school diploma or GED, and prohibits course enrollment for persons under 16 and certificate issuance for those under 21.

Requires Department of State Police to establish registry of certified instructors within 30 days; limits classroom to 40 students and range training to 5 students per range officer; takes effect immediately upon enactment.
