Adds new offense to aggravated assault (720 ILCS 5/12-2(c)(9)): knowingly video or audio recording an assault with intent to disseminate, classified as Class 4 felony.

Adds new offense to aggravated battery (720 ILCS 5/12-3.05(f)(4)): knowingly video or audio recording a battery with intent to disseminate, classified as Class 3 felony.

Allows courts to impose extended-term sentences under the Unified Code of Corrections (730 ILCS 5/5-5-3.2(b)(9)) when a defendant commits any felony while knowingly video or audio recording it with intent to disseminate.

Expands protected classes in assault and battery statutes to include county juvenile detention center employees and process servers.

Changes terminology from "mentally retarded" to "intellectually disabled" in aggravated battery provisions involving children and disabled persons.
