Removes the December 31, 2012 repeal date for the fatal accident memorial marker program under the Roadside Memorial Act, allowing it to continue indefinitely.

Fatal accident memorial markers commemorate victims of crashes caused by reckless driving, featuring a white on blue panel with the message "Reckless Driving Costs Lives" and optional panels with victim names and crash dates.

Markers must be maintained for at least 2 years from the date the last person was memorialized and may memorialize multiple victims from the same crash.

The supporting jurisdiction may charge a fee to qualified relatives not exceeding the costs of fabrication, installation, and maintenance of the marker.

The Department of Transportation must obtain municipal consent before placing a marker within city limits and must report to the General Assembly by October 1, 2011 on program evaluation and marker requests.
