Extends the State Treasurer's monthly certification requirements to the State Comptroller through January 31, 2016, comparing current revenues to 2002 baseline amounts for potential General Revenue Fund transfers

Maintains existing provisions requiring electric utilities to enter long-term contracts (10-20 years) to purchase electricity from qualified solid waste energy facilities using landfill-generated methane gas at rates equal to average local government electricity costs
