Establishes findings supporting Illinois participation in federal Affordable Care Act to extend Medicaid coverage to low-income adults and ensure sound program administration and reform.

Creates a new eligibility category (paragraph 18) beginning January 1, 2014, for persons aged 19-64 with income at or below 133% of federal poverty level plus 5%, providing coverage through a Health Benefits Service Package.

Exempts the new expansion category from the existing 4-year moratorium on Medicaid eligibility expansions that was established in January 2011.

Adds "Health Benefits Service Package" definition to the Illinois Public Aid Code, meaning benefits covered by the medical assistance program as determined by the Department for individuals eligible under the new expansion category.

Includes automatic termination provision for the new eligibility category if Illinois's federal medical assistance percentage (FMAP) drops below 90%, requiring enrollment to cease within three months of such reduction.
