Amends the Illinois Election Code to create Article 28A, allowing local government voters to pass binding ordinances related to veterans through initiative petition and referendum.

Requires petitions to be signed by electors equal to at least 8% of votes cast for Governor in the last general election in that local government unit.

Permits ordinances covering job training and employment opportunities for veterans, and measures enabling access to health services and other services and benefits.

Ordinances requiring taxes, fees, or public expenditures must specify the annual amount in the referendum question text.

Adopted ordinances cannot be repealed or amended for 4 years except by voter approval; local government corporate authorities may submit repeal or amendment propositions to voters in conformance with Article 28 of the Election Code.
