• Assesses penalty payments on individual hospitals failing to meet their readmission reduction threshold equal to one-half the gap between actual liability and the threshold amount, deposited into the Healthcare Provider Relief Fund.

• Doubles penalty payments if the Centers for Medicare and Medicaid Services determines the payments constitute an impermissible healthcare-related tax.

• Defines expenditures subject to this provision as General Revenue Fund-based expenditures only.

• Amends the Illinois Public Aid Code Section 5-5f to implement various medical assistance service eliminations, limitations, and prior approval requirements effective July 1, 2012.
