Calls for the House Mass Transit Committee and Senate Transportation Committee to hold at least one joint hearing between July 1, 2011 and December 1, 2011 with testimony from the Regional Transportation Authority and Service Boards on modernizing the transit system.

Requires the Authority and Service Boards to submit a report by July 1, 2011 detailing goals and accomplishments for creating a more modern and efficient mass transit system.

Directs the committees to examine six specific areas: reducing operating expenditures through strategic capital planning, leveraging purchasing power for cost savings, maximizing system usage, improving customer experience, increasing coordination among Service Boards, and creating unified marketing and government affairs strategies.

Requires the Authority to provide administrative and other support to the committees during the review process.

Mandates the committees jointly report their findings to the General Assembly by December 31, 2011 with copies filed to legislative leadership and the Legislative Research Unit.
