Creates a Fire Protection District Consolidation Task Force composed of 7 members: 2 House members appointed by the Speaker and Minority Leader, 2 Senate members appointed by the Senate President and Minority Leader, and 3 public members appointed by the Governor representing fire protection districts, municipalities, and labor.

Task Force members receive no compensation but are reimbursed for travel expenses incurred during Task Force business.

Task Force must meet on July 1, 2011 and August 1, 2011, with additional meetings as designated by the chair; a majority of members constitutes a quorum.

Task Force shall issue a report to the Governor and General Assembly by November 1, 2011, recommending the best procedure and governmental structure for consolidating fire protection districts and municipal fire departments, including specific recommendations on pension, tax levy, and employment issues.

Report must include recommendations for legislation to implement the consolidation; the Office of the State Fire Marshal provides administrative support to the Task Force.
