Creates the Mass Transit Consolidation Commission to research whether the Regional Transportation Authority, Commuter Rail Board, Suburban Bus Board, and Chicago Transit Authority should be consolidated under one governmental structure

Commission consists of 16 voting members including 2 state representatives, 2 state senators, 2 public members appointed by the Governor, 5 members from collar counties (DuPage, Kane, Lake, McHenry, Will), 2 Cook County members, 2 Amalgamated Transit Union members, and 1 Suburban Bus Board area resident

Governor appoints a non-voting chair; public members must have expertise in public transportation; members receive no compensation but are reimbursed for travel expenses

Commission must meet at least monthly and hold at least one public hearing in each county served by the transit agencies to receive public input on consolidation

Report due to the Governor and General Assembly by July 1, 2012, with findings on viable transit service for northeastern Illinois and legislative recommendations if consolidation is deemed necessary
