Designates the portion of Interstate 70 from mile marker 23 to 65 as the Frank Watson Parkway in honor of Frank Watson's contributions to Illinois.

Recognizes Frank Watson's political career including service in the Illinois House of Representatives (1979-1983) and Illinois State Senate (1983-2008), including roles as Assistant Majority Leader (1993-2002) and Senate Republican Leader (2003-2008).

Acknowledges Watson's legislative focus on economic development, education reform, Illinois coal industry, and affordable prescription drugs.

Requests the Illinois Department of Transportation erect plaques or signs at suitable locations along the designated highway segment to identify it as the Frank Watson Parkway.

Directs suitable copies of the resolution be presented to the Illinois Secretary of Transportation and Frank Watson.
