Creates the Secretary of State's Advisory Committee on Traffic Safety consisting of nine members appointed by the Illinois Secretary of State, House and Senate leadership, National Highway Traffic Safety Administration, National Safety Council, Northwestern University Center for Public Safety, and Illinois State Police

Secretary of State or designee serves as committee chair and provides administrative support; committee members serve without compensation

Committee meets at chair's call with minimum of three meetings per year at various locations throughout Illinois

Committee examines all aspects of traffic safety to determine legislative and administrative actions to reduce traffic-related fatalities in Illinois, addressing impaired driving, speeding, driver distraction, inexperience, and lack of proper restraints

Committee shares legislative and administrative recommendations with the Speaker of the House and President of the Illinois Senate as warranted
