Creates a 24-member committee (including 4 co-chairs from House and Senate leadership) to explore dangerous dogs, bite statistics and reporting, and animal control officer training.

Committee must hold a minimum of 3 hearings throughout Illinois, including one in Southern Illinois, and report findings to the General Assembly by October 1, 2011.

Department of Agriculture shall provide administrative and other support to the committee.

Committee membership includes representatives from veterinary associations, humane societies, animal control wardens, state's attorneys, breeders, trainers, and other animal-related organizations.

Committee dissolves after submitting its final report to the General Assembly.
