Urges Congress to fully fund the Highway Trust Fund, which is supported by an 18.4 cent-per-gallon federal gasoline tax and distributes approximately $50 billion annually to states for highway projects.

Expresses concern that higher gas prices and weak economic conditions have reduced gasoline sales, causing the Congressional Budget Office to project the Highway Trust Fund could be depleted by summer or fall of 2012.

Requests Congress restore traditional 6-year federal highway funding cycles to allow states predictable budgeting for transportation projects, as current Congressional proposals threaten planning certainty through changes to funding formulas.

Requires copies of the resolution be sent to the U.S. Secretary of Transportation, Illinois Secretary of Transportation, Congressional leaders, all Illinois congressional delegation members, and President Obama.
