Direct the Illinois Department of Transportation, in consultation with the Departments of Commerce and Economic Opportunity and Natural Resources, to study creation of a trail connecting to the existing Hennepin Canal State Trail in northwestern Illinois.

Include Henry County, Lee County, Ogle County, Rock Island County, Whiteside County, and Winnebago County in the study to enhance recreational attractiveness of the Rock River valley.

Prohibit condemnation of private property or entry onto private property without owner consent for any trail created under this resolution.

Require that as much of the trail as possible be mapped on existing public rights-of-way.

Direct delivery of resolution copies to state department secretaries and county boards of the six affected counties.
