Creates the Paved Rural Highways Study Committee with 9 members to be appointed by August 31, 2012, composed of farm owners/operators and local government officials from outside the Chicago metropolitan area, plus the Illinois Department of Transportation Director as chair

Committee shall investigate the trend of local governments re-designating paved rural highways and farm-to-market roads to unpaved (gravel) status in Illinois and other states

Committee must prepare a report analyzing annual upkeep cost savings per mile from transitioning two-lane highways to gravel, disadvantages to Illinois citizens, recent motor fuel tax revenues from rural areas, and recommendations for Motor Fuel Tax Fund allocation changes

Report must be submitted to the Governor and legislative leaders by December 31, 2012

Committee members receive expense reimbursement only and are staffed by the Department of Transportation
