Creates a bipartisan Boards and Commissions Advisory Panel to conduct an exhaustive analysis of all statutorily created advisory panels, authorities, boards, commissions, committees, councils, and task forces to identify cost savings opportunities.

Panel shall review activity status of all entities, determine if vacancies are filled, assess meeting frequency, document member compensation methods, and calculate various expenses.

Panel composition includes 12 voting members: 3 Senate members appointed by the President, 3 by the Senate Minority Leader, 3 House members appointed by the Speaker, and 3 by the House Minority Leader, plus the Governor or designee as a non-voting ex-officio member.

Panel must report findings and recommendations for reductions to the General Assembly by filing with the Secretary of the Senate and Clerk of the House before June 30, 2013.

Panel members serve without compensation and meet at call of two co-chairpersons (one from each party); all actions require affirmative vote of at least 7 voting members; Governor's Office of Executive Appointments provides staff support.
