Establishes $33,719,000,000 in available general funds for State fiscal year 2013 spending and unpaid obligations.

Designates non-discretionary spending items totaling $18,569,138,600: Pensions ($5,100,000,000), Group Insurance ($1,171,185,400), Debt Service ($2,218,000,000), Statutory Transfers ($2,142,000,000), Medicaid ($6,638,953,200), Medicaid backlog ($1,000,000,000), and other unpaid obligations backlog ($300,000,000).

Allocates remaining discretionary funds to five House appropriation committees: Elementary & Secondary Education ($6,491,836,794 or 39.830%), Higher Education ($1,978,809,910 or 12.141%), Human Services ($5,087,296,478 or 31.212%), Public Safety ($1,576,088,885 or 9.670%), and General Services ($1,165,014,734 or 7.148%).

Makes committee allocations contingent on reducing Medicaid obligations accrual by $2,700,000,000 during fiscal year 2013; failure to achieve this reduction requires increasing Medicaid deductions and reducing committee allocations accordingly.

Directs any general fund revenues exceeding estimates to first reduce backlog of unpaid state obligations, with priority given to Medicaid and obligations eligible for federal reimbursement.
