Recommends that public university boards of trustees freeze base salaries for university presidents and principal administrators earning over $200,000 when tuition increases exceed the Consumer Price Index increase for the preceding 12-month calendar year.

Ties administrator salary increases to tuition increases, allowing salary increases only when tuition rises do not exceed the rate of inflation as measured by the Consumer Price Index for All Urban Consumers.

Excludes the resolution from interfering with existing employment contracts already in place.

Directs that copies of the resolution be delivered to the boards of trustees of each public university in Illinois.
