Illinois Student Assistance Commission shall convene a task force to develop new rules for the Monetary Award Program (MAP) with the goal of improving student outcomes.

Task force membership includes representatives from public universities, community colleges, private colleges, proprietary institutions, financial aid administrators, a current MAP grant student, the Community College Board, Board of Higher Education, Office of the Lieutenant Governor, and ISAC leadership.

Task force shall hold public meetings, seek stakeholder input, and develop rules with three goals: improve state-institution partnerships, improve MAP grant effectiveness in helping students complete degrees, and recognize the different missions of various educational institutions.

New rules should consider making institutional and student eligibility based partly on degree completion rates, student academic progress, and institutions' provision of financial aid from their own resources, but these criteria cannot take effect before Fiscal Year 2015.

Task force must complete its work and submit findings and recommendations to the General Assembly by January 1, 2013.
