Honors Technical Sergeant Russell E. Dunham, born in 1920 in East Carondelet, who served with the 30th Infantry, 3rd Infantry Division in North Africa, Sicily, Italy, and France during World War II

Recognizes Dunham's Medal of Honor award in 1945 for single-handedly neutralizing three machine gun emplacements on January 8, 1945 at Hill 616 in Alsace-Lorraine, France, saving approximately 120 pinned-down US soldiers

Notes Dunham's additional military decorations including the Silver Star, Bronze Star, Purple Heart, and French Croix de Guerre, and his post-war service as a Veterans Administration benefits counselor for 32 years

Directs the Illinois Department of Transportation to erect plaques or signs at suitable locations along the designated highway to identify it as the Russell E. Dunham Memorial Highway upon completion of any unfinished sections
