Designates roads along the Illinois portion of the Rock River Trail as a Scenic and Historic Route, running from the Wisconsin border at Shirland Avenue through Rockford, Oregon, Dixon, Sterling, and Rock Falls to the Mississippi River at Rock Island.

Specifies 47 road segments comprising the route, including Illinois Routes 2, 40, 78, 82, 84, 92, and 251, US Routes 6, 30, and 67, and various county and local roads across Winnebago, Ogle, Lee, Whiteside, and Rock Island counties.

Requests the Illinois Department of Transportation and local governments to erect plaques or signs at suitable locations identifying the Rock River Trail Scenic and Historic Route.

Requests local governments to enhance suitable areas along the route and directs the Illinois Historic Preservation Agency and Illinois Office of Tourism to post the route location on their websites and produce brochures promoting the route to the public.

Highlights the Rock River's ecological, recreational, and historical significance, including its connection to former President Ronald Reagan's time as a lifeguard and his favorite fishing spot "Dutch Landing" near Dixon.
