Requests the Illinois Board of Higher Education to conduct a cost-neutral analysis comparing University of Illinois out-of-state tuition and fees to those charged by flagship schools in bordering states.

Notes that Illinois tuition rates have increased by as much as 9% in recent years and that some Illinois students pay more attending college out-of-state than out-of-state students pay to attend Illinois universities.

States that out-of-state tuition rates at the University of Illinois are considerably lower than at comparable flagship institutions in neighboring states.

Requires the Board to provide administrative support for the study and submit findings to the General Assembly and Governor by June 30, 2011.
