Extends the reporting deadline for a task force studying local government development standards and their effects on watersheds, wetlands, floodplains, and natural areas from January 1, 2010 to January 1, 2012.

Task force focuses on impacts of local development practices including mass grading, drainage, deforestation, and elimination of wetlands and prairies on natural areas and property owners.

Directs task force to examine local government zoning authority practices and their impact on private developers.

Requires task force to evaluate local government compliance with recommendations from county, state, and federal agencies regulating land and water resources.

Task force continues to operate under the authority of House Resolution 163 from the 96th General Assembly with the extended deadline.
