Creates a 14-member Task Force on Farmers' Markets composed of legislative leaders, state agency directors, county health department representatives, agricultural association representatives, and farmers' market participants.

Directs the Task Force to review the current implementation of state laws governing which products and practices are permitted at farmers' markets and outdoor food sales events across Illinois counties.

Requires the Task Force to assist the Department of Public Health in developing interagency agreements and uniform procedures for implementing regulations at farmers' markets statewide.

Designates the Director of Public Health as chair; members serve without compensation and the Department of Public Health provides staffing support.

Requires the Task Force to submit a report with recommendations to the Secretary of the Senate and Clerk of the House by December 31, 2012.
