Creates the Mass Transit Consolidation Commission to recommend procedures and governmental structures for consolidating mass transit services provided by the Regional Transportation Authority, Commuter Rail Board, Suburban Bus Board, and Chicago Transit Authority

Commission composed of 10 members: 4 Illinois House members (2 appointed by Speaker, 2 by House Minority Leader), 4 Illinois Senate members (2 appointed by Senate President, 2 by Senate Minority Leader), and 2 public members appointed by the Governor with public transportation expertise

Members serve without compensation but receive reimbursement for travel expenses; commission must meet at least monthly with a majority constituting a quorum

Commission must submit a report to the Governor and General Assembly by July 1, 2012, including recommendations for consolidation legislation and hold at least one public hearing in each county served by the transit authorities

Illinois Department of Transportation shall provide administrative and other support to the Commission
