Urges the Illinois Environmental Protection Agency to develop a cost-effective plan to identify persons improperly disposing of used and waste tires

Requires the plan to include detailed enforcement actions the Agency proposes taking to curtail improper tire disposal

Requires the plan to analyze the feasibility of requiring businesses that transport, store, or dispose of large quantities of used or waste tires to mark or label them

Requires the plan to include proposed statutory and regulatory changes needed to identify persons improperly disposing of used and waste tires

Directs the Illinois Environmental Protection Agency to submit the plan to the General Assembly no later than December 1, 2011
