Encourages the 112th United States Congress to modernize the Toxic Substances Control Act (TSCA) of 1976 to strengthen chemicals management and protect public health.

Calls for chemical manufacturers to prove that existing and new chemicals are safe and to provide essential health and safety information to consumers and the public.

Requires immediate action to reduce or eliminate persistent, bioaccumulative, and toxic (PBT) chemicals and other priority toxics to which there is widespread exposure.

Preserves state and tribal authority to operate chemicals management programs that are more protective than federal standards and promotes environmental justice in communities with disproportionate chemical exposure.

Supports fast-tracking approval of safer chemicals and investing in green chemistry research and workforce development to spur innovation and job creation.
