Directs the Auditor General to conduct a management audit of the Department of State Police's administration of the Firearm Owners Identification Card Act.

Audit must examine the steps State Police takes to determine applicant eligibility and whether those procedures are adequate.

Audit must review the total number of applicants over the past 3 years, denials issued, reasons for denial, and whether the Department meets the 30-day decision deadline.

Audit must analyze the total number of Cards revoked in the past 3 years, reasons for revocation, and whether applicants were denied for providing false information with any referrals for criminal prosecution.

Requires the Department of State Police and other state agencies to cooperate fully with the Auditor General's Office and mandates the final report be distributed according to the Illinois State Auditing Act.
