Designates Barn 13 at the Illinois State Fairgrounds in Springfield as the J. Garrett and John J. Tolan Barn in recognition of their agricultural contributions.

J. Garrett Tolan was a visionary pioneer of the Angus breed of cattle and served as President of the American Angus Association and National Cattlemen's Hall of Fame inductee.

John J. Tolan, J. Garrett's son, was a master breeder of horses and cattle who achieved 845 class winners and 385 Champions in Angus cattle across all shows.

Tolan Farms achieved 102 class winners and 85 Champions at the Chicago International and set a world record sale price per head in 1951 for livestock of any description.

John J. Tolan served as Director of the American Angus Association for 6 years and was voted by peers as the number one Angus breeder/judge in the nation for 4 consecutive years.
