State of Illinois formally apologizes to all persons with mental illness and developmental disabilities who were wrongfully committed to State institutions.

Acknowledges historical harms including forced labor without compensation, involuntary medical experiments and sterilizations, shock treatments, lobotomies, and isolation of institutionalized residents.

Recognizes that thousands of children grew up in institutions without family care and that parents faced impossible decisions about institutionalizing their children.

Commits Illinois to provide future services to residents with disabilities in the least restrictive manner possible.

Directs delivery of resolution copies to disability advocacy organizations and news media.
