Notes that in 2007, more than four million workers were injured and 5,488 workers were killed due to job hazards nationally.

Declares April 28, 2011 as Workers' Memorial Day in Illinois to remember workers who have suffered and died on the job.

Encourages the Illinois congressional delegation and President Barack Obama to strengthen federal workplace safety laws and properly fund OSHA programs and staff.

Expresses the Illinois House of Representatives' sympathy to families of workers who have been seriously injured or killed on the job.
