Creates the Medicaid Managed Care Oversight Task Force within the Department of Healthcare and Family Services to monitor Illinois's transition to managed care delivery for Medicaid, particularly for elderly and disabled individuals.

Task Force members appointed by the Governor serve without compensation; Department provides administrative support but cannot influence direction or findings; Task Force meets quarterly and reports to General Assembly.

Task Force reports must assess recipient satisfaction with health outcomes, access to necessary medical care, and adequacy of state information; monitoring continues through January 1, 2017 (two-year anniversary of managed care transition) unless extended by General Assembly.

Approximately 1.2 million Medicaid recipients (50% of current 2.4 million enrollees) will transition to managed care under Illinois Medicaid reform law, far exceeding the 40,000 individuals in the existing pilot program monitored by University of Illinois at Chicago.

General Assembly must take corrective action if Task Force reports negative outcomes and decide whether to continue monitoring or modify the managed care approach based on future legislative and regulatory changes.
