Urges the Governor, mayors of municipalities with high-crime areas, and county sheriffs to coordinate municipal police, Illinois State Police, and sheriff's offices to combat criminal activity in high-crime neighborhoods.

Requests that Congress appropriate federal grant funds and that the Department of Homeland Security and other federal agencies channel or repurpose existing resources to support intensive law enforcement efforts, crime prevention technology, and violent crime solutions in Illinois.

Recommends that state agencies, including the Department of Commerce and Economic Opportunity, develop programs to address unemployment and create job training and small business opportunities to combat underlying causes of crime.

Cites that Chicago gang membership of approximately 100,000 members across 75-100 gangs exceeds the combined size of Chicago and suburban police departments.

Notes that in 2010 nearly 700 children were shot in Chicago (averaging almost 2 per day with 66 deaths), with the majority being gang-related.
