Urges Governor Pat Quinn, the Board of Higher Education, and all public universities in Illinois to prevent the furlough of instructors and professors.

Requests public universities examine their financial ability to implement a tuition waiver program for middle-income students affected by economic hardship, similar to the program proposed for Eastern Illinois University in Senate Bill 1798.

States that furloughing instructors and professors diminishes the value of university degrees and violates students' right to access quality educators for which they pay tuition.

Directs suitable copies of the resolution be delivered to Governor Pat Quinn, the Board of Higher Education, and the board of trustees of each public university in Illinois.
