Motor fuel prices in Illinois reached $4.31 per gallon on May 4, 2011, including substantial state and local sales taxes, motor fuel excise taxes, and environmental remediation taxes.

Urges Governor Pat Quinn to take immediate action to comprehensively lower motor fuel prices across Illinois to prevent renewed recessionary conditions.

Urges President Obama and the Department of Energy to release part of the U.S. Strategic Petroleum Reserve for summer 2011 refinery operations and requests the EPA suspend federal Clean Air Act non-attainment rules affecting motor fuel composition and prices in Chicago and St. Louis metropolitan areas.

Commends Canada's crude oil production expansion from Alberta's oil sands deposits, which contain estimated reserves of 1.7 trillion barrels, and calls upon U.S. oil refiners to refine bitumen-based crude oil.

Directs the Illinois Commission on Government Forecasting and Accountability to examine Illinois's "ad valorem" sales tax policy on motor fuel and report findings by September 30, 2011.
