Condemns Honeywell's repeated non-compliance with the Resource Conservation and Recovery Act (12 of 12 quarters), Clean Water Act (10 of 12 quarters), and Clean Air Act (6 of 12 quarters).

Cites Honeywell's March 2011 guilty plea to felony count of storing hazardous and radioactive waste without permit, resulting in $11.8 million fine and five years probation, plus $690,000 civil penalty for illegal storage of radioactive waste drums.

Urges the EPA, Nuclear Regulatory Commission, and relevant regulatory bodies to define clear jurisdiction and conduct comprehensive investigations to ensure safe operation and federal compliance at the Metropolis Works facility.
