Designates the Pecatonica River from the Illinois State line to its confluence with the Rock River in Winnebago County as the Pecatonica River Water Trail

Water trail extends from stream bank to stream bank at normal high water levels and does not infringe on private property rights or authority of the Department of Natural Resources

Encourages cooperative effort among local governmental units and conservation groups to develop and enhance the Pecatonica River Water Trail

Supports expeditious development of the water trail prior to or in conjunction with new parcel-by-parcel development along the waterway

Directs delivery of the resolution to the Director of Natural Resources and county boards of Stephenson County and Winnebago County
